MONTGOMERY COUNTY, Ohio (WKRC) -- A convicted rapist, kidnapper, and murderer is now a high-level sex offender. Eugene Gall was convicted of killing Beth Ann Mote and Lisa Jansen in the 70's. He was sent to death row in Kentucky for Jansen's murder but his conviction was thrown out after the courts found him incompetent.
